Alternative Route to Residency Certificate
Special Education with K-8 Endorsement
With BA Ed. (Route 1) or Certification-only (Routes 2-3-4)
What is an alternative route?
The Professional Educator Standards Board of the State of Washington provides an $8000 per year (forgivable loan)
toward tuition for candidates who desire to teach in a shortage area. The Alternative Route to Dual Endorsement
is part of City University of Seattle's regionally accredited Teacher Certification program, is designed for
candidates with significant experience and interest in teaching in special education.
The goal of the program is to allow highly recommended candidates to accomplish their coursework (year one)
and their yearlong mentored internship (year two) while maintaining employment. The 4 quarters of classes
with practitioner faculty begin July, 2008, and continue through year one on Tuesday -Thursday evenings and
all day on Saturdays. In year two, candidates demonstrate competencies through self-directed performance
tasks in the classroom, steadily taking on the responsibilities of a teacher.

Is this program for me?
To qualify for an Alternative Route, a candidate must submit a signed Letter of Understanding and Support
from their district, pass all sections of the WEST-B prior to July, 2008, complete a City University application
and interview, and meet the criteria of one of the following:
- Route 1: Para currently employed in a public school with 3+ years of experience; Transferable AA
- Route 2: Para currently employed in a public school with 3+ years of experience; BA or higher from a regionally accredited college
- Route 3: "Career changer" with 5+ years of experience in the field of special ed.; Not employed by a school district; BA or higher in the field of special education
- Route 4: Teacher in a public school on a Conditional or Emergency Certification

What will I learn?
Candidates will demonstrate competencies required for endorsements in both K-12 Special Education and K-8
Elementary Education. During year one of program, candidates work with a cohort to learn and demonstrate
the knowledge areas of both endorsements.
In year two each candidate, with the support of an internship team in their building, designs and manages
their professional development plan, demonstrating the skills and competencies through performance tasks
while steadily taking on greater responsibilities of the classroom teacher.

What can I do with my degree?
Upon successful competition of this program and any state required tests, you will be prepared to teach special
education students in the State of Washington. You will also be qualified to teach Elementary K-8 students.
